The Department of Veterans Affairs, Network Contracting Office 17, plans to enter into a consignment agreement with LeMaitre Vascular Inc. for the supply of various vascular graft products, including multiple sizes and types such as Regular Wall, Extended Spiral, and AlboGraft Knitted Straight and Bifurcated grafts. These vascular devices will be provided exclusively to the Central Texas Veterans Health Care System located in Temple, Texas. The agreement covers a performance period of 48 months from the award date. LeMaitre Vascular Inc. is identified as the sole manufacturer and provider of these specific vascular products, with no distributors or sublicensing arrangements, justifying the non-competitive procurement under the authority of 41 U.S.C. 253(c)(1) and FAR 6.302-1(a)(2). While this notice is not a solicitation nor a request for competitive quotes, the government is open to receiving written expressions of interest from other qualified vendors by a specified deadline; however, any decision to compete remains at the contracting officer’s sole discretion. The goal is to streamline the supply of specialized vascular products critical for recurring surgical procedures at the medical facility, and the exclusive nature of the manufacturer’s proprietary products underpins the limited-competition approach. The solicitation pertains to NAICS code 339113 and is managed through the VA’s Network Contracting Office based in San Antonio, Texas.
