The VA Pittsburgh Healthcare System plans to negotiate a sole source contract with VMS Inc, Oncology Systems for upgrading their ARIA software and replacing obsolete servers critical to the Varian Eclipse/Aria Radiation Oncology system. Due to the discontinuation of support for their existing Windows Server 2003 hardware and the increased risk of system failure without backups, the medical center is seeking five new servers with specific configurations to ensure uninterrupted service and support for radiation treatment planning and management. The servers include specialized units such as the RO Interface Exchange Manager Server, ARIA Radiation Oncology Servers, a T-Box Server for testing, a Web Server for remote access, an AURA Server for reporting, and accompanying backup devices and software to maintain data integrity and system availability. The contract scope requires the contractor to provide all necessary equipment, labor, and maintenance services, along with a minimum two-year warranty covering parts, labor, and travel costs. There will be no trial period given the critical nature of the upgrade, and in-service training will be conducted by the medical center. The procurement follows FAR 13.106-1 guidelines for sole source justification, as Sirona is the sole authorized distributor for the ARIA software upgrade. The evaluation criteria focus primarily on price and considerations related to tort claims and recalls. All supporting documentation and expressions of interest from other parties are due by a specified deadline but will be used solely to determine if competitive procurement is warranted. The primary contacts include technical and biomedical engineering personnel at the Michael J. Crescenz VA Medical Center to ensure alignment with clinical and operational requirements.
