The purpose of this amendment to Fed-Biz-Opps Notice 36C25619Q0384 is to provide the response to questions submitted to the Contracting Officer regarding this solicitation. Below are the questions submitted in response to this Notice and the answers. Q: Is the VA requesting monthly preventative maintenance visits? Or simply asking for information about if and how this service is provided? - If simply asking, is there an understanding that this may require a separate service contract? A: We are asking for one year of PM to be covered by the contractor. The frequency depends on the manufacturers recommendation. We understand that any PM required after the one-year will require a separate service contract. Q: Single emitter solution ( 3.9 Self-Contained, single emitter. ), Will a UV Robot that can be used in both a single or a double emitter mode be considered technically acceptable? A: Yes. However, we are only evaluating on the single emitter s capability. Q: Line 3.9 of the Technical Specifications calls for equipment to be Self-Contained-Single Emitter . Please clarify the meaning of Self-Contained as it relates to UV disinfection. A: The required device does not require set up and disassembly for use. Q: Is there a requirement that all proposed products be listed on a GSA schedule? A: No. Q: How will it be determined that the SDVOSB is meeting the FAR requirement as a non-manufacturer as outlined in FAR 19.102(f)? A: This requirement is solicited under NAICS Code 334510. Q: Is there a requirement for both manufacturer and their authorized contractor to be registered in SAM database prior to award? A: Only the offeror has to be registered in SAM and must be verified in VetBiz/VIP. Q: The Agency requires the recording of cleaning data including dose delivered. The only accurate way to record the actual UV-C dose ( Ws/cm² - microwatt seconds per centimeter square) delivered at any targeted area, is for the device to measure and record by UV-C meter at any target in the treatment area. Is it required to report the actual UV-C dose delivered to the targeted area rather than any estimate? A: Dose delivered as recorded by the device. Requirement: The UV disinfection system shall provide Targeted UV disinfection with proven effectiveness against Clostridium difficile (C. dif.), Methicillin Resistant Staph Aureus (MRSA), and Vancomycin Resistant Enterococci (VRE). - Peer reviewed evidence siting the effectiveness of the items is required to be submitted with the quote along with sufficient data/brochures to allow the Government to complete a technical comparison of the items offered to meet the Government s requirements. Q: UV-C dose is a combination of UV-C intensity which is variable times time which is variable. Based on the above requirement to provide Targeted UV disinfection, do you require confirmation of targeted UV-C dose delivery which is measured and recorded at any targeted area? A: This will be answered in your peer reviewed evidence of effectiveness. Q: Not all UV-C systems provide the maximum UV-C lamp input. Some UV-C emitters create as little as 180 watts of UV-C lamp input power. Some UV-C emitters create the maximum 1500 watts of UV-C lamp input power. To evaluate fairly, is it required for the device to produce the maximum UV-C lamp input allowed by electrical code for a 15 amp, 120 volt standard outlet which provides the highest pathogen kill and shortest confirmed room disinfection treatment times? A: It is required that the equipment be able to operate on 120 V, grounded power cord. Bulbs in these devices need to put out a minimum of 200nM to 290nM on the electromagnetic spectrum. Requirement: Cycle Time (Average Cycle Time for Rectangular Patient Room listed below) and ease of use for a 15 x 25 Rectangular Patient Room with 2 patient beds, 2 nightstands, 2 guest chairs, 2 overbed tables and bathroom. Q: May we demonstrate our product in person as a part of your evaluation? A: No demonstration of products.
