The Aviation Applied Technology Directorate (AATD) Contracting Division of the Army Contracting Command plans to award a sole-source, firm-fixed-price purchase order to ZOLL Medical Corporation for four Propaq MD Defibrillators, one SurePower 4 Bay Charging System with adapters, and four six-hour rechargeable smart batteries. This procurement is driven by a critical Army requirement for the Transport Telemedicine Rotary Wing (T2 RW) system, which mandates an airworthy defibrillator capable of digital communication with the T2 system to relay patient monitor data to medical facilities. ZOLL’s Model 315-2421322-01 is identified as the only automated external defibrillator (AED)-approved device meeting these specifications, and ZOLL is recognized as the sole manufacturer of the required equipment. No competitive proposals or solicitations will be issued, though the Army will consider any capability statements or proposals submitted by interested parties by the specified deadline. This contract action is justified under federal regulations allowing sole-source procurement when only one responsible source can fulfill the agency’s needs. The solicitation number is W911W613P0003, and the Army retains discretion to determine if competition should be pursued based on information received. Relevant inquiries are directed to Robert Waible at the Army Contracting Command, with no plans to provide specifications or additional documents for this procurement.
