The PPV must also adhere to stringent packaging and labeling standards for hazardous drugs per NIOSH and USP <800>, use human-readable and 2D barcode labels on all pallets with specific order and product identifiers, and ensure full traceability and auditability of transactional data for six years. Department of Veterans Affairs Request for Industry Review and Comments on Draft Statement of Work (SOW) Pharmaceutical Prime Vendor (PPV) 2028 The Department of Veterans Affairs (VA) is seeking industry review and feedback on the attached DRAFT Statement of Work (SOW), Definitions and Distribution Fee Categories for the Pharmaceutical Prime Vendor 2028 acquisition. This early engagement is intended to ensure the final SOW is clear, comprehensive and structured to support effective competition from qualified vendors. Industry is invited to provide input including, but not limited to: Identification of unclear, conflicting, or ambiguous requirements Comments on technical or operational requirements that may affect performance Suggestions related to distribution operations, inventory management, reporting, data exchange, or order fulfillment processes Noted risks, barriers, or areas where additional definition would be beneficial Suggestions to improve efficiency, or alignment with industry best practices Industry feedback at this stage helps the VA refine requirements and improve acquisition outcomes. The VA may contact respondents for clarification of submitted comments. Feedback received may be considered in the development of subsequent SOW revisions and acquisition documentation. Participation in this review is voluntary and is not a prerequisite for participation in any future solicitation.
