Notice of Intent to Sole Source
The Department of Veterans Affairs, Network Contracting Office (NCO) 19 intends to solicit and negotiate with PAR EXCELLENCE for the acquisition of a PAR Excellence Weight-Based Inventory System for the Oklahoma City VA Health Care System. Determination of this sole source procurement is in accordance with RFO FAR 12.102(a), only one source can provide the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. It is the Government s belief that the proposed candidate is the only provider authorized to manufacture, install, and maintain the PAR Excellence Weight-Based Inventory System, and is the only manufacturer that can meet the agency s needs.
REQUIREMENTS 1. Background The Oklahoma City VA Medical Center (OKC VAMC) currently utilizes the PAR Excellence Weight-Based Inventory Management System in multiple clinical areas including North OKC, North Portland, Med 7 East, Med 6 North, Med 6 East, Med 5 North, and Pulmonary Function. The new Norman Community Based Outpatient Clinic (CBOC) is scheduled to activate in FY27. The OKC VAMC Supply Chain Management Department intends to implement PAR Excellence at this new clinic, which will require support for one dental primary area and two medical supply secondary areas.
2. Scope The Contractor shall furnish all labor, equipment, materials, and services necessary to install the PAR Excellence Weight-Based Inventory System at the Norman CBOC. The Contractor shall ensure the system is fully operational and provide comprehensive end user training to designated Norman CBOC staff.
3. Specific Tasks 3.1 Installation The Contractor shall supply, install and support all required PAR Excellence scales, bins, and related components at the Norman CBOC.
This notice of intent is not a request for competitive quotes. No solicitation documents are available and telephone requests will not be accepted. However, any business that believes it can provide the PAR Excellence Weight-Based Inventory System may give written notice to the Contract Specialist, Shanta Harrison via email at shanta.harrison@va.gov no later than 8:30 am MDT on Wednesday September 2, 2026. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirement. Responses will be considered by the Government; however, a determination by the Government not to compete the proposed acquisition based upon responses of this notice is solely within the discretion of the Government. The applicable NAICS Code is 334519 and the size standard is 600 Employees. No telephone requests will be accepted.
