The Department of Veterans Affairs, Sierra Pacific Network Contracting Office 21, intends to negotiate a sole source, firm-fixed-price contract with the University of California-San Francisco to provide phlebotomy and sample processing services for clinical drug trials at the Northern California VA Health Care System. This action, conducted under FAR 13.501 and FAR 13.106-1, is justified by the determination that only one responsible source can meet the agency’s specific requirements. The procurement falls under NAICS code 621511, which covers outpatient care centers and related medical services. The VA explicitly states this is not a competitive solicitation, and no other sources will satisfy the agency’s needs. Although the VA is proceeding with sole source negotiations, it invites other responsible sources to submit capability statements or proposals by December 9, 2020, including detailed evidence and customer references, which will be considered but do not guarantee a competitive process. All submissions must be made in writing to the designated Contract Specialist, April White, and verbal responses will not be accepted. If no suitable responses are received, negotiations will continue exclusively with the University of California San Francisco Clinical & Translational Science Institute. The contracting office is based in Mather, CA, and can be contacted through the provided email and phone number for further inquiries.
