The Department of Veterans Affairs (VA), through the Network Contracting Office 17 at the VHA Regional Procurement Office-West in San Antonio, Texas, intends to issue a sole source award to E3 Diagnostics for the procurement of a VNG Vestibular Chair and Spectrum System for the Dallas VA Health Care System’s Audiology and Speech Pathology Service. This specialized video nystagmography system is essential for diagnosing and managing vestibular and balance disorders at the Dallas Audiology clinic, the only testing site in the North Texas Healthcare System. The equipment includes a reclining rotational vestibular chair, third generation VNG testing hardware and software, various peripherals such as goggles and monitors, medical cart, large TV, air and aqua stimulators, and is accompanied by shipping, installation, training, and disposal of existing chairs. The system must come with a minimum one-year full-service warranty and pass all acceptance testing before official acceptance. To aid in future procurement strategy decisions, the VA issued a Sources Sought notice requesting potential suppliers to respond with details about their capability to provide this equipment, including small and veteran-owned businesses, along with pricing estimates and proof of authorization as an OEM dealer or distributor. The VA emphasizes preference for products manufactured in the United States and seeks information on contract vehicles such as GSA or Federal Supply Schedule arrangements. This notice is not a solicitation for competitive quotes but is intended solely to inform acquisition planning, allowing the VA to determine whether to pursue sole source procurement or competition based on market research and vendor capabilities. Responses are to be submitted by June 18, 2026, and contact for submissions is Michelle Cunningham at the VA.
