The Department of Veterans Affairs Olin E. Teague Veterans Medical Center Dental Service in Temple, Texas intends to award a BRAND NAME OR EQUAL contract award for the purchase of Dental Expansion Bedside Monitors. The Government is conducting a market survey to help determine the availability and technical capability of qualified service-disabled veteran-owned small businesses, veteran-owned small businesses, small businesses, HUBZone small businesses and/or other large businesses capable of serving the needs identified below. This notice of intent is for open market as well as Federal Supply Schedule items.
The purpose of this notice is to gain knowledge of potential qualified sources and their size classification/socioeconomic status (service-disabled veteran owned small business, veteran owned small business, women owned small business, HUB Zone, 8(a), small business or large business, relative to NAICS 334510 with a size standard of 1,250 employees. Responses to this notice will be used by the Government to make appropriate acquisition decisions. A solicitation is not currently available. If a solicitation is issued, it will be announced on Federal Business opportunities website http://www.fbo.gov or GSA E-Buy at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement.

GENERAL GUIDANCE
Title of Project: Nihon Kohden Bed-Side Monitors (BSM) ***BRAND NAME OR EQUAL***procurement for the Temple Dental Clinic expansion project.
Background: As part of the Department of Veterans Affairs (VHA) efforts to optimize patient care and safety, the Central Texas Veterans Health Care System (CTVHCS), Station 674, is seeking to procure five (5) additional Bed-Side Monitors (BSMs) to support the operational requirements of the Temple Dental Clinic expansion project. The Department of Dental currently maintains an inventory of three (3) BSMs, which is insufficient to support the addition of eleven (11) new dental treatment operatories included in the expansion. The acquisition of these additional monitors will ensure adequate patient monitoring capabilities for expanded clinical operations and support the safe delivery of care to Veterans. Furthermore, the requested BSMs will provide seamless integration and compatibility with the existing patient monitoring equipment currently utilized by the Department of Dental and other clinical departments within the Olin E. Teague Veterans' Medical Center. Biomedical Engineering staff have assisted in identifying the equipment requirements and ensuring compatibility with existing systems.
Scope of Work: The Central Texas Veterans Health Care System (CTVHCS), 1901 S. 1st Street, Temple, Texas, Department of Dental Services requests the procurement of five (5) Nihon Kohden Bed-Side Monitors (BSM-1700) (CSN 6515-438799) and five (5) associated patient monitoring units (Model CU152R), including battery packs and mounting adaptors. The equipment will be utilized for patient monitoring during dental procedures requiring sedation and will accompany patients during transport when continuous monitoring is clinically indicated. The requested equipment shall be fully compatible with the existing Nihon Kohden patient monitoring infrastructure currently utilized throughout the Olin E. Teague Veterans' Medical Center to ensure standardization, interoperability, and continuity of clinical operations. Biomedical Engineering staff will conduct equipment inspection, acceptance testing, and installation of the additional Nihon Kohden bedside monitors upon delivery. Site preparation and staging equipment will be completed by the facility prior to delivery in coordination with the vendor, as required. "The C&A requirements do not apply, and a Security Accreditation Package is not required." Description of Equipment: Each individual unit of the requested equipment needs to have the following attributes and capabilities. Compatible with existing Government-owned equipment currently in place in the facility. ***BRAND NAME OR EQUAL*** Must have a 12" color touch screen display. Must include all-in-one transport monitor with a battery that last up to five hours. Must include up to 15 traces on each display moving or fixed. Must have quick-access configuration with trend analysis. Must be able to do advanced cardiology parameters such as QTc and AFib. Must have numeric data display that includes heart rate, VPC rate, ST level, RR respiration rate, NIBP, IBP, SPO2, pulse, temperature, O2 concentration, ETCO2, and BIS. Must have alarms that include vital sign, arrhythmia, techincal, operational, and interbed. Must have a storage capacity of at least 72 hours for OCRG/hemodynamics/trends/aEEG. Bedside monitor must weigh no more than 13 pounds. Transport monitor must weigh no more than 4 pounds.
Shipping & Installation: Equipment will be shipped by the vendor. Inspection of equipment and installation will be conducted by CTVHCS BioMed. Shipping and receipt of equipment is estimated 30 days from award.

Delivery hours are Monday - Friday 0800am to 0430pm. Deliveries shall not take place on Federal holidays or weekends unless directed by the Contracting Officer (CO). There are 10 Federal holidays set by law (USC Title 5 Section 6103) that CTVHCS follows: Under current definitions, four holidays are set by date: New Year's Day - January 1 Independence Day - July 4 Veterans Day - November 11 Christmas Day - December 25
If any of the above falls on a Saturday, then Friday shall be observed as a holiday. Similarly, if one falls on a Sunday, then Monday shall be observed as a holiday. 6. CHANGES TO THE STATEMENT OF WORK The CO is the only individual authorized to approve changes or modify any of the requirements under this contract. The Contractor shall communicate with the POC on all matters pertaining to contract administration. The POC is designated to represent the CO in furnishing technical guidance and advice regarding the work being performed under this contract. The foregoing is not to be construed as authorization to interpret or furnish advice and information to the Contractor relative to the financial or legal aspects of the contract. Enforcement of these segments is vested in and is the responsibility of the CO. Only the CO is authorized to make commitments or issue changes affecting price, quantity, or performance of this contract. In the event the Contractor effects any such change at the direction of any person other than the CO, the change shall be considered to have been made without authority and no adjustment shall be made in the contract price to cover any increase in cost incurred as a result thereof. 7. GOVERNMENT RESPONSIBILITIES The government shall provide a POC as the technical expert and Contractor's point of contact. The government shall provide escorts and reasonable access to equipment when required. The government shall cooperate with Contractor personnel so that service can be performed efficiently and without interruption. coordinate access to all areas with the COR or Facility POC to minimize the negative impact on patient care.
