Solicitation 36C25923Q0537 is a brand-name-only, total small business set-aside under NAICS code 339113 for the procurement and installation of ten Joerns LLC Dolphin Fluid Immersion Simulation Therapy Support Systems. The contract is for the Rocky Mountain Regional VA Medical Center in Aurora, Colorado, and is structured as a firm-fixed price, all-or-nothing award. The procurement specifically requires the Dolphin EXT (Extender) model, part number DLPH-3592EXDMJ-KIT, because of its patented technology and its unique ability to extend to 35x92 inches, which is necessary to meet patient care needs that standard 82-inch models cannot accommodate. The scope of work includes the delivery of the mattresses within 30 days of award, professional installation, and the provision of eight hours of onsite training. The project is managed by the Department of Veterans Affairs Network Contracting Office 19, with Natasha Holland serving as the primary contract specialist. Quotes for this requirement were due by May 31, 2023. While the procurement is limited to small businesses, the government has justified the brand-name restriction based on the specific technical requirements of the extender models and their compatibility with existing Joerns beds.
