The Department of Veterans Affairs is seeking a one-time purchase of DoVera DE12 Surgical Exam Lights under solicitation 36C25226Q0577, a simplified acquisition restricted to Service-Disabled Veteran-Owned Small Businesses (SDVOSB). The requirement includes ten wall-mounted and four ceiling-mounted exam lights for installation at two VA facilities—Location 1523 Red Rover and Location 237 Fisher Clinic—with the ceiling height at the latter confirmed at 96 inches and the ceiling lights required to be single-arm configuration. Each light must provide high-intensity, shadow-free illumination with a Color Rendering Index of 92, a color temperature between 4,000–5,000K optimized for 4,000K–4,500K exams, full 360-degree arm rotation and roll capability, sterilizable controls, and must be compatible with VA dental operatories. The lights must meet VA infection control and electrical safety standards, have a minimum LED lifespan of 60,000 hours, and carry a two-year manufacturer warranty with local service support. The award will be based on a comparative evaluation of price, technical quality, and speed of delivery, with the most advantageous offer selected under simplified acquisition procedures. An authorized distributor letter from the Original Equipment Manufacturer is mandatory for brand-name equipment, and "or equal" proposals must demonstrate equivalence to salient characteristics. The contract requires full compliance with Buy American requirements, including submission of a Buy American Certificate, and adherence to VA-specific subcontracting limitations, prohibiting more than 50% of the contract value from being subcontracted to non-SDVOSB firms.
