This Service-Disabled Veteran-Owned Small Business set-aside contract covers a base period from January 1, 2027, through December 31, 2027, with five subsequent option periods extending through June 30, 2032. The scope of work includes the rental and maintenance of oxygen concentrators, liquid oxygen systems, and ventilators, as well as the provision of Registered Respiratory Therapist visits and the mandatory use of thermal fuses for safety. The estimated contract value ranges from a minimum of 100,000 dollars to a maximum of 40 million dollars. Award decisions will be based on a best value trade-off process where non-price factors, including technical capability, past performance, and SDVOSB/VOSB status, are significantly more important than cost. Technical evaluations focus on Joint Commission accreditation, 24/7 service capabilities with a four-hour response time, and a transition plan requiring full implementation within 180 calendar days of award. Contractor performance will be systematically monitored through a Quality Assurance Surveillance Plan involving patient satisfaction surveys, random audits of equipment installation, and monthly inventory reviews. Proposals must be submitted electronically in PDF format to Contract Specialist Corey Swinton by the final deadline of February 10, 2027.

J065--FY27 Services Base+4 | Stryker Neptune Prevent ProCare Service | 528A8 Albany Stratton
Solicitation # 36C24227Q0099
The Department of Veterans Affairs, Network Contracting Office 2, intends to award a sole-source, firm-fixed-price purchase order to Stryker Sales, LLC for the Stryker Neptune Prevent ProCare Service at the Samuel S. Stratton Department of Veterans Affairs Medical Center in Albany, New York. This award is justified as Stryker Sales, LLC is the only authorized service provider for the equipment, a fact supported by a proprietary letter from the manufacturer and subsequent market research. The scope of work involves the maintenance and repair of 10 Neptune units, specifically five Neptune 3 Rovers, three Neptune S Rovers, and two Neptune Smart Dockers. Comprehensive services include preventive maintenance inspections and documentation, parts and labor for normal-use wear and damage, scheduled maintenance travel, priority repair service, equipment-use training, and loaner equipment subject to availability. This procurement is classified under NAICS 811210 for Electronic and Precision Equipment Repair and Maintenance, which carries a small business size standard of 34 million dollars, and PSC J065. While this is a notice of intent to sole source rather than a request for competitive quotes, interested firms capable of meeting the requirements may submit written responses and supporting documentation to Contract Specialist Zachary Whiting by October 30, 2026, at 10:00 AM EST. Telephone inquiries are prohibited, and the government will proceed with the sole-source award to Stryker Sales, LLC if no qualified alternative responses are received.
