The contract awards Blink Device Company, LLC a sole-source procurement for Neuromuscular Stimulators, specifically the Twitch-View 2 System, under solicitation number 36C25226Q0149. The award was made on January 28, 2026, by the Department of Veterans Affairs, Contract Office 252-NETWORK Contract Office 12 located in Milwaukee, WI. This procurement, valued at $45,212.50, is justified under FAR 13.106-1(b) as a non-competitive acquisition due to the absence of authorized small business distributors for this specialized medical device. The Twitch-View 2 System is intended to provide accurate, continuous monitoring of neuromuscular blockade during surgical anesthesia at VA medical facilities. No detailed quantities, delivery schedules, or contract types beyond the single-source award nature were specified. The documentation lacks formal sections such as a detailed list of FAR clauses, special contract requirements, or packaging instructions, and no formal evaluation factors or competitive bidding processes were employed. Inspection and acceptance criteria are not explicitly defined, but the government will likely assume responsibility for final acceptance consistent with typical VA contracting practices. Payment and accounting details are minimal, with the contracting specialist Waymon McNeal as the point of contact. The contract does not reference specific standards, technical performance metrics, or invoicing procedures. Overall, the contract represents a straightforward sole-source procurement of a specialized medical instrument under the regulatory authority afforded by FAR 13.106-1(b) to meet the clinical monitoring needs of the VA healthcare system.

Shoulder Innovation System
Solicitation # HT941027N0008
The Defense Health Agency Contracting Activity intends to award a firm-fixed-price, sole-source purchase order to Source Medical Systems, INC for a Shoulder Innovation System. This procurement is designated as an 8(a) sole source under NAICS code 339112 to support an emergency procedure at Madigan Army Medical Center in Tacoma, Washington. The system is required for a patient with a proximal humerus fracture and a very small glenoid with moderate superior inclination, necessitating a reverse shoulder arthroplasty. The specific system is required because it provides a lower profile glenoid baseplate and a specialized mechanism for surgical planning and deformity correction, which are proprietary components distributed exclusively by the original equipment manufacturer. The delivery date for the system is set for October 27, 2026. While the government intends to proceed with a sole-source award due to the proprietary nature of the equipment, it has issued a notice of intent allowing other interested vendors to challenge the sole-source basis. To do so, vendors must submit a capability statement including management, technical, and cost data no later than 10:00 AM Pacific Daylight Time on October 28, 2026. These statements must be submitted in Microsoft Word or PDF format, not exceed six pages, and be sent to the primary points of contact, Joshua Thompson and Tracy Robinson.
