The Department of Veterans Affairs, through the Wilkes-Barre VA Medical Center, intends to award a sole source, firm-fixed-price contract under Simplified Acquisition Procedures to Innovative Medical Products, Inc. for the procurement of the DeMayo Adapt2Fit Modular Knee Positioner. This decision is supported by a sole source justification under FAR 6.302-1, indicating that only one responsible source can satisfy the agency’s requirements due to the product’s unique clinical and operational characteristics. The knee positioner is essential for supporting the VA’s Total Joint Program by facilitating safe, precise patient positioning during orthopedic surgeries, improving surgical efficiency, standardizing care, and expanding in-house surgical capabilities at VA medical centers in Erie and Wilkes-Barre, Pennsylvania. The procurement includes a brand name justification per FAR 6.305(c) and is backed by written approval as required by FAR 6.303 and 6.304, with the solicitation issued under NAICS code 339112 (Surgical and Medical Instrument Manufacturing) and a size standard of 1,000 employees. Although the contract value and detailed pricing were not disclosed, the government has conducted market research revealing no viable alternative sources. The procurement notice emphasizes that competition may still be considered if any other vendor can provide clear and convincing evidence that they meet the requirements and that competition is beneficial to the government. Interested parties must be registered in SAM.gov and submit capability statements within three calendar days of the notice. The contract specialist point of contact is Doretha Jordan at the VA’s Network Contracting Office 4 in Pittsburgh, PA. The contract does not specify detailed delivery schedules, inspection criteria, or payment data, reflecting the procurement’s current pre-award stage. Overall, the acquisition aims to secure a specialized medical device critical to enhancing Veteran care through improved surgical support at designated VA medical facilities.
