AI Contract Overview
The Department of Veterans Affairs is conducting a market research initiative through a Request for Information (RFI) and Sources Sought Notice to identify qualified sources capable of supplying maintenance kits for Draeger Evita Infinity V500 ventilators. This RFI is explicitly not a solicitation and does not obligate the government to award a contract; responses are accepted solely for planning and acquisition decision-making purposes under FAR 15.201(e). The agency seeks suppliers who can provide four specific replacement components: a NiMH battery pack (Part# 8415290), a particle filter (Part# 8415127), an air filter (Part# 8421479), and a cable harness for the Spirolog sensor (Part# 8416012), each with a quantity of 20 units. Each item must be fully compatible with the existing Draeger ventilator systems, meet exact technical specifications including dimensional tolerances, chemical composition, electrical connectivity, software integration, and thermal safety features, with no substitutions permitted for the cable harness, which must be marked “PA CB30” to confirm its PA12 nylon housing. The battery must include a thermal fuse, exhibit a two-year shelf life from procurement, and function with Draeger’s preventative maintenance software. Respondents are required to submit comprehensive responses addressing 19 detailed inquiries covering technical compliance, business size classification under NAICS 339113 (800-employee size standard), and socioeconomic certifications such as SDVOSB, VOSB, HUBZone, or WOSB status. Offerors must disclose whether they are manufacturers, authorized distributors, or resellers, and if resellers, whether they alter or assemble the items. They must also confirm compliance with the Non-Manufacturer Rule, limitations on subcontracting under 13 CFR § 125.6, the Buy American Act, and FDA clearance requirements for medical devices. Responses must indicate if items qualify as Commercial Off-the-Shelf (COTS) under FAR Part 2.101, provide lead times for delivery, estimate product lifespan and support services, and reveal any existing federal contract vehicles such as GSA FSS or NASA SEWP. Pricing information is invited only for market research and will not influence any future award decision.
