Page 1 of 2 The Department of Veterans Affairs, Network Contracting Office 22 is issuing this special notice to inform industry contractors of the intent to execute a Single Source award as prescribed in FAR 13.106-1(b)(i) with Medical Packaging Inc., 8 Kings CT. Flemington, NJ. 08822. A request for information (RFI) 36C26220Q0382 was issued through https://www.beta.SAM.gov on February 10th. Aside from Medical Packaging Inc., no additional interest was received from RFI 36C26220Q0382. Market research was conducted on VIP, GSA, and FSS found vendors who were able to provide similar products. However, no other system is compatible with the pre-existing Auto Print 2 Standard (115V) from Medical Packaging Inc. The facility only has funds to replace one system at a time which may increase error or cause confusion if VAMC Long Beach has two different processes or systems for pill packaging. Medical Packaging Inc.is the sole distributor of their products. Medical Packaging Inc meets the stringent standards for unit dose packaging of both solid oral tablets and liquids. Both Pill Packagers are beyond repairable. VA Long Beach Healthcare System packages over 1 million tablets a year. This is a critical piece of infrastructure for the pharmacy. Installing a new packaging system at this time will halt normal pharmacy operation and will harm patient care for the entire VA Long Beach Healthcare System. The pill packager will be re-competed in the future prior to end of equipment life. Due to the unforeseen circumstance of having out of service equipment and limited funding, currently we are unable to compete this acquisition request. In accordance with FAR Part 13, specifically Subpart 13.106-1(b)(i), there is only one (1) responsible source and no other services will satisfy agency requirements. The VA Long Beach Healthcare System (VAMC Long Beach) requires a pill packager Auto Print 2 Standard (115V) from Medical Packaging Inc. to replace an existing out of service system. VAMC Long Beach currently only has one remaining semi-functioning pill packager which requires compatibility to products only from Medical Packaging Inc. Competing for a completely new system at this point will require additional training on a new system that will greatly delay patient care. VAMC Long Beach requests a Tabletop unit Dose Pill Packager that handles variable length packages and can print onto the lid of liquid containers, and has an oral solid feeder attachment, and training for use. This procurement is being conducted using commercial item procedures pursuant to FAR Part 12 and FAR part 13. The place of performance is as follows: VA Long Beach Healthcare System, 5901 E. 7th street, Long Beach CA. 90822. The award date is February 25th, 2020. The North American Industry Classification System (NAICS) for this requirement is 325413. The Small Business Administration size standard for this sector is 1,250 employees. This notice of intent is neither a formal solicitation nor a request for competitive quotes. No solicitation document is available and telephone requests will not be honored.
