6515--Vitalstream Continuous Care Monitoring SystemThe Vitalstream Care Monitoring System is being sought through a Sources Sought Request for Information (RFI) issued by the Network Contracting Office 16 under the Department of Veterans Affairs to identify qualified contractors capable of supplying the system to the Michael E. DeBakey VA Medical Center in Houston, Texas. The RFI aims to conduct market research to assess industry interest, contractor capabilities, compliance with regulations such as the Buy American Act and Trade Agreements, small business participation potential, and realistic pricing estimates. It is not a solicitation for bids or proposals, and no contractual obligation is created by responses. Interested parties must demonstrate their ability to meet all technical, logistical, and regulatory requirements outlined in the Draft Statement of Work, including delivery within 120 days of award, performance at the specified VA facility, and adherence to small business eligibility criteria if applicable. Contractors must also confirm whether they are authorized service providers or the original equipment manufacturer and indicate if they are listed under any federal contracting vehicles such as GSA Schedules, VA NAC, or IDIQs. All responses must be submitted via email by July 23, 2026, at 12:00 PM CST to the designated Contract Specialist, Eugene Jackson, and must include complete answers to nine specific questions covering capability, business size, SAM registration, small business status with supporting documentation, subcontracting plans, OEM authorization, and existing federal contract credentials. Responses must be detailed enough to prove the ability to fully comply with the system’s requirements, and failure to address any of the required elements will result in nonresponsiveness. No telephone inquiries are accepted, and all submissions are confidential and used solely for market research purposes. The government reserves the right to proceed with a competitive firm-fixed-price task order or purchase order, potentially set aside for small businesses, once further acquisition planning is complete. Parties are advised to monitor SAM.gov and GSA e-buy for future formal solicitations, as this RFI does not guarantee or initiate a procurement.
