The Cleveland Department of Veteran Affairs Medical Center (CLEVAMC) intends to enter into a sole source contract with Guldmann Inc. to provide and install permanent ceiling and/or wall-mounted patient care lifts throughout the medical center. This decision is based on the contracting officer’s determination that only one source is reasonably available, aligning with FAR 13.106-1(b)(1). The contract involves furnishing all labor and materials necessary for site preparation and installation of the Guldmann Ceiling Lift system, which is designed to reduce manual patient handling, thereby minimizing caregiver injuries and enhancing patient comfort and safety. These lifts are already exclusively used across the medical center’s acute, long-term care, specialty, procedural areas, and community-based outpatient clinics, supporting compliance with the VHA Safe Patient Handling and Mobility Program Directive and the medical center’s own safe patient handling policy. The contract falls under NAICS code 339113, with a small business size standard of 750 employees. While the VA intends to negotiate directly with Guldmann Inc., other interested parties may express their interest and capability to respond by a specified deadline, October 8, 2020, with no obligation or cost to the government. Responses will help determine if the procurement should remain sole source or be opened to competition, though the final decision rests solely with the government. No solicitation is currently available, and all inquiries must be directed to Rachelle J. Hamer via email. The purpose of this acquisition is to standardize equipment, which is critical for staff training and patient care consistency.

36C25021Q0051 SPECIAL NOTICE NOTICE OF INTENT TO SOLE SOURCE Patient Lifts The Cleveland Department of Veteran Affairs Medical Center (CLEVAMC), 10701 East Blvd Cleveland, OH 44106 intends to solicit and negotiate with only one source under the authority of FAR 13.1061(b)(1)-Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. The NAICS code is 339113 with a small business size standard of 750. The VA intends to solicit and negotiate with Guldmann Inc. 14401 McCormick Dr., Suite A Tampa, FL 33626. The CLEVAMC, Cleveland, Ohio is requesting a contractor to provide all labor and materials to perform site prep and install permanent ceiling and/or wall mounted patient care lifts for use across the CLEVAMC. The Guldmann Ceiling Lift system allows for a decreased risk of caregiver injury and patient comfort during transfer and patient care by reducing manual handling of the patient, thus preventing patient and staff injuries. When manual handling is reduced, patients can be more comfortably transferred and repositioned, which leads to less injury, tissue shearing, pressure ulcers and falls. Guldmann ceiling lifts are currently used exclusively throughout the Medical Center (acute and long-term care), along with specialty, procedural areas and CBOCs. Availability and use of this equipment is required to maintain compliance with and adherence to the VHA Safe Patient Handling and Mobility Program Directive 1611 (3-23-2018), as well as the Medical Center s policy on Safe Patient Handling and Mobility (MC 118-034). Standardization of equipment type, and brand is important for staff education and patient care. Other persons may identify their interest and capability to respond to this requirement by Thursday, October 8, 2020 at 2PM EST. Such capabilities information will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. - All information shall be furnished at no cost or obligation to the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. No solicitation is available at this time. All inquiries must be submitted by email to Rachelle J. Hamer at contact@example.gov. Enter RFQ 36C25020Q0051| Patient Lifts in the email subject line.
