The Government intends to award a sole source Firm-Fixed-Price contract for the GoPhysio system to 4D Health Science, LLC, specifically to support the Fayetteville VA Medical Center’s Rehabilitation Department. This contract aims to address a significant backlog of rehabilitative and wellness services for Veterans and Active Duty Service Members by implementing virtual physical therapy solutions that allow remote administration and monitoring of treatment programs. The GoPhysio system enables clinicians to assess patients via VR data and adjust treatments accordingly, which not only enhances patient access and adherence but also supports social distancing measures during the COVID-19 pandemic, improving operational efficiency in the physical therapy department. Market research revealed that GoPhysio is uniquely positioned to meet the Government's needs, with no alternatives identified that provide comparable remote physical therapy services. The Government retains discretion over whether to pursue competitive procurement but has indicated this contract will proceed without competition unless clear evidence is provided within five calendar days demonstrating that competition would be more advantageous without causing delays or cost increases. Interested parties may submit questions via email within the specified timeframe, but this notice is not a request for quotes or proposals. The announcement closes on February 5, 2021, at 10:00 a.m. EDT.

Currently there is a substantial backlog for in and outpatient rehabilitative and wellness services for Veteran and Active Duty Service Members. There exist opportunities to implement virtual systems which will allow increased access for the patients, as well as improved oversight and enhanced adherence to prescribed rehabilitative programs for the clinicians. The GoPhysio system created by 4D Health Science, LLC has been designed specifically to address this need and allows full treatment programs to be administered remotely. Market research has been conducted and it has been found that the GoPhysio fulfills the Governments need in providing a remote service for Physical Therapy during a pandemic. Market research failed to identify another product that can provide these services. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective of the Department of Veterans Affairs Fayetteville Rehabilitation Department. The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice. This is not a request for quote or proposals.
