Notice Of Intent To Award Sole Source

This Is Not A Request For Competitive Quotes

The Department of Veterans Affairs, Veterans Health Administration (VHA), Network Contracting Office 16 (NCO‑16), hereby provides notice of its intent to negotiate and award a sole source, Firm‑Fixed‑Price, one‑time purchase and one‑time delivery contract to Sun Nuclear Corporation, 3275 Suntree Blvd., Melbourne, FL 32940, USA. This action is being taken in accordance with the Revolutionary FAR Overhaul (RFO) Federal Acquisition Regulation (FAR) 12.102(a), Restricting Competition.

This procurement is for the Sun Nuclear Daily QA 4 Pro Checker for the Medical Specialty Department at the G.V. (Sonny) Montgomery VA Medical Center, located at 1500 E. Woodrow Wilson Ave., Jackson, MS 39216. The applicable North American Industry Classification System (NAICS) code is 334519 – Other Measuring and Controlling Device Manufacturing, with a Small Business Administration (SBA) size standard of 600 employees. The Product Service Code (PSC) is 6515 – Medical and Surgical Instruments, Equipment, and Supplies.

Rationale:

Pursuant to RFO FAR 12.102(a), only one source is reasonably available to provide the required supplies. Sun Nuclear’s Daily QA 4 Pro Checker incorporates unique, proprietary features not available from any other manufacturer. Sun Nuclear is the sole OEM, and no other vendor produces a system that combines all required daily linear accelerator quality-assurance functions into a single, fully automated, imageable, indexed platform.

Critical capabilities supporting the sole-source determination include:

(1) A unified, all‑in‑one device integrating dosimetry, imaging, and positioning verification, eliminating multiple phantom exchanges, reducing treatment room entries, and improving workflow efficiency. No competing system provides this consolidated capability.

(2) A high‑density detector array composed of four vented ion chambers, 225 unattenuated diodes, and 24 attenuated diodes, providing broad field‑size coverage and high‑resolution beam analysis not replicated in other QA platforms.

(3) Full automation and integrated reporting through SunCHECK v6.0+, enabling automated data acquisition, centralized documentation, and enterprise-level quality‑assurance workflow management.

No alternative product meets these clinical, operational, and safety requirements. Therefore, Sun Nuclear Corporation is the only source capable of providing the required item.

This notice is issued solely for information and planning purposes and does not constitute a solicitation or request for competitive proposals. Firms that believe they can meet the Government’s requirement and can provide an authorized OEM letter demonstrating capability may submit a written statement of interest within seven (7) calendar days of this publication. Responses must be sent via email only to Contract Specialist, Gary Frank at Gary.Frank@va.gov. Telephone inquiries will not be accepted.

This notice is issued solely for information and planning purposes and does not constitute a solicitation or request for competitive proposals. However, any vendor that wishes to be considered and believes it can meet the Government’s requirement must provide written evidence demonstrating OEM authorization to distribute, supply, install, and support the Sun Nuclear Daily QA 4 Pro Checker.
Acceptable documentation includes, but is not limited to, a current OEM authorization letter on manufacturer letterhead. Failure to provide valid proof of authorization will result in the vendor being deemed incapable of providing the requirement.

Interested parties submitting capability statements must clearly identify proprietary data with appropriate markings and include their business size classification (large, small, small‑disadvantaged, 8(a), woman‑owned, etc.) and indicate whether the company is U.S. or foreign owned.

The Government will not reimburse any costs incurred in response to this notice. This announcement shall not be construed as a commitment by the Government to issue a solicitation or make an award. Responses are due no later than Wednesday, July 29, 2026, at 7:00 PM Central Standard Time. Responses will be evaluated; however, the Government reserves the exclusive right to determine whether to compete this requirement. If no responses are received by the closing date and time, a sole-source award will be made to Sun Nuclear Corporation without further notice.
