The Department of Veterans Affairs, through Network Contracting Office 16, plans to award a sole source, firm fixed price contract to Olympus America Inc. for the lease of urology procedure scopes, along with maintenance and service support, for the Michael E. DeBakey VA Medical Center in Houston, Texas. This contract includes a base period and four option years. The scopes specified are compatible with the existing Olympus integration system used throughout the Urology section, which connects to operating rooms and displays. Because of this system integration, only Olympus America Inc. can provide the necessary equipment and services, qualifying this as a sole source acquisition under the Federal Acquisition Regulation. The scopes currently in use include the URF-V2 Slim Flexible Video Ureteroscopes and CystoNephro Videoscopes, and maintenance and service coverage must be included under the standard manufacturer’s warranty. The lease agreement includes monthly payments for equipment, service, and property tax, with flexibility to add or remove scopes throughout the contract term. All providers at the facility are trained to use these specific scopes, and switching to a different vendor’s equipment would disrupt the integrated system, preventing compatibility. This contract is not open for competition, and no quotes or proposals will be solicited or accepted. Interested parties may submit information only if they can provide clear, compelling, and convincing evidence that competition would benefit the government. The delivery location for all equipment and services is the Urology Clinic at the Michael E. DeBakey VA Medical Center in Houston. Questions and expressions of interest must be directed to the designated contract specialist by specified deadlines.
