Solicitation 36C24C19Q0032, issued by the Department of Veterans Affairs Rpo Central, establishes Open Market Blanket Purchase Agreements for Wound Care MSPV Product Categories under NAICS code 339113. The procurement utilized a tiered evaluation approach and a specific order of priority for contracting preferences to ensure best value. This hierarchy prioritized Service-Disabled Veteran Owned Small Businesses first, followed by Veteran Owned Small Businesses, HUBZone small businesses, 8(a) participants, other small businesses, and finally large businesses. The government awarded multiple BPAs across these socio-economic tiers to responsible offerors whose quotes conformed to the solicitation requirements. Successful awardees include a wide range of vendors, with specific agreements granted to numerous SDVOSB entities such as Academy Medical and Alliant Enterprises, small businesses including Buffalo Supply and EKLA Corp, and large businesses such as Medline Industries and Smith and Nephew. The process ensured that awards were only moved to lower priority tiers if a favorable best value decision could not be reached within the higher priority socio-economic groupings.
