The Department of Veterans Affairs, Network Contracting Office 8, is pursuing a sole-source procurement under FAR 8.405-6(b) and FAR 6.302-1 to acquire genuine Bioventus ultrasonic surgical handpieces from Melling Medical, the only authorized federal Service-Disabled Veteran-Owned Small Business (SDVOSB) distributor capable of providing components fully compatible with the proprietary Bioventus neXus system. These handpieces are essential for seamless integration with existing equipment and consumables, and no other supplier can meet the technical, interoperability, and regulatory standards required by the VA. The requirement is not open to competition, and no solicitation package will be issued; however, interested parties may submit capability statements demonstrating that an alternative source could fulfill the government’s needs, provided the evidence is clear and convincing. All such submissions must be emailed to Quentin Ford, Contracting Officer, at Quentin.Ford@va.gov no later than 10:00 AM EDT on April 16, 2026, with telephone inquiries not accepted. The period of performance is 60 Days ARO, with delivery expected to the VA’s Network Contracting Office 8 in Tampa, Florida. Melling Medical is the only entity recognized as eligible under federal SDVOSB distribution rights, and the acquisition relies solely on this unique authorization. No pricing, CLINs, or contract value details are provided as this is a notice of intent, not a formal solicitation, and no competitive evaluation factors apply. The government retains authority for inspection and acceptance upon delivery, and compliance with OEM specifications and federal regulatory requirements is mandatory. While no formal contract clauses, packaging, or invoicing details are specified, the action is fully justified under applicable federal acquisition regulations for sole-source procurements due to technical exclusivity and regulatory compliance constraints.
