The Department of Veterans Affairs, through the Network Contracting Office 17 located in San Antonio, Texas, is conducting a market research effort to support a planned sole source procurement of the Transonic HD03 system for the Dallas VA Health Care System. This system, including the HD03 Monitor, H4FX sensor, and Patient Measurement Module without Patient ID input, is critical for hemodialysis surveillance, utilizing ultrasound dilution technology to measure vital hemodynamic parameters during dialysis treatments. The equipment must include at least a one-year full-service warranty and pass acceptance testing before final acceptance by the VA. Interested vendors are invited to respond by May 15, 2026, providing detailed information about their ability to supply the HD03 system, including the place of manufacture with preference given to U.S.-made products, proof of authorized distributor status, and relevant business details such as size, status as a Service Disabled Veteran Owned Small Business or other small business classifications, and existing federal supply contracts. The purpose of this notice is to gather information that will shape the procurement approach, whether continuing with a sole source strategy or initiating competition. Responses should be submitted to the Contract Specialist Michelle Cunningham via email. This notice does not constitute a solicitation for awarding contracts but serves as part of the VA’s market research.
