The Department of Veterans Affairs, VISN 6 Medical Centers, has issued a Justification and Approval for a sole source contract awarded to Awen Solutions Group LLC, a verified service-disabled veteran-owned small business. The contract, valued at 698,478.00 dollars, is for the procurement of Cardinal Esteem Blue Nitrile Exam Gloves. These powder-free, non-sterile, chemo-rated gloves are USP 800 compliant and are required in multiple sizes, totaling 23,100 boxes of small, medium, and large gloves, and 3,300 boxes of extra-large gloves. This acquisition was conducted under other than full and open competition due to unusual and compelling urgency caused by the COVID-19 pandemic and the extremely limited availability of chemo-rated nitrile gloves. The decision was supported by the vendor's proven track record with the VA and the fact that the product was clinically vetted and ready for immediate shipment. The pricing was determined to be fair and reasonable based on a comparison with recent previous orders. Delivery was scheduled to begin immediately with a final completion date of May 14, 2021.

Availability of Chemo Rated Nitrile Gloves is extremely limited. VISN 6 received an unsolicited proposal for gloves that are readily available and approved a sample. Time is of the essence in order to get gloves since they are being sold as soon as they arrive and there is not enough time to go through the standard procedures for acquisition. VISN 6 has had to cancel two orders due to the vendors inability to honor the contract and had a third that took months longer than planned to deliver what was ordered. Awen Solutions Group LLC has a proven track record with the VA.
