The Department of Veterans Affairs, through the Rpo West office, is soliciting proposals for a fully serviced lease to relocate the Ponce Vet Center in Ponce, Puerto Rico. The requirement is for approximately 4,028 NUSF (4,833 ABOA / 5,438 RSF) of ADA-compliant space. The proposed lease term is 20 years, consisting of a 5-year firm period and a 15-year soft period, with the government maintaining termination rights after the firm term upon 180 days' notice. This is a total small business set-aside under NAICS code 531120. The facility must meet Facility Security Level II standards, including specific access controls and high-security locks, and must comply with seismic standards and NFPA fire and life safety codes. Key requirements include 30 on-site parking spaces, a professional sound masking system in lobbies and group rooms, and specific interior finishes and signage. Award will be based on a best value tradeoff process where technical factors—specifically the facility design, site, past performance, and experience—are significantly more important than price. Offerors must provide a detailed experience narrative limited to five relevant projects and submit past performance questionnaires directly to the Lease Contracting Officer. Proposals must include representations regarding foreign ownership for high-security space and compliance with prohibitions on certain telecommunications and video surveillance equipment. Construction activities associated with the lease are subject to Puerto Rico building construction prevailing wage determinations.

The scope includes the purchase, delivery, assembly, and installation of three pharmacy workstations, three Zebra ZD621-2P printers, three Rx paperwork printers, one pharmacy patient kiosk, one Eyecon Model 9430, and specific pharmacy server software.
