The Department of Veterans Affairs, through its Network Contracting Office NC02 and in collaboration with the Syracuse VA Medical Center, plans to award a sole source contract to GE Healthcare for the upgrade of a GE VCT System at the Syracuse VAMC. This procurement is set under FAR 6.302-1(a)(2), allowing negotiation with only one responsible source as no other suppliers can meet the agency's requirements. The existing 64-slice GE Lightspeed VCT CT scanner, which is 10 years old, requires a replacement of its operating console due to malfunction and end-of-life status. The upgrade must include the newest version of the console with original manufacturer software and hardware, as it is a proprietary core part essential for operation. This contract will be a firm fixed price, and the designated NAICS code for this procurement is 334517, with a small business size standard of 1,000 employees. The VA has invited any other interested parties to express their interest by a specific deadline to ascertain if a competitive procurement is necessary, but as of now, no solicitation is available. All inquiries are to be directed via email to the Contracting Officer, Idalia Algarin, referencing the solicitation number 36C24221Q1457 in the subject line. The notice underscores the unique and critical nature of the upgrade, emphasizing that this sole source contract is vital for maintaining the operational integrity of the imaging equipment at the medical center.

6525--SEP 2026 Equipment Only Consolidation
Solicitation # 36A79727Q0002
Solicitation 36A79727Q0002 is a HUBZone Small Business set-aside issued by the Department of Veterans Affairs National Acquisition Center for the September 2026 Equipment Only Consolidation. This procurement focuses on High Tech Medical Equipment (HTME), specifically targeting various imaging systems such as XR RAD, XR US, XR CT, and XR MRI for delivery to multiple VA VISN networks and stations. Competition is strictly limited to current contract holders with the VA National Acquisition Center or the Defense Logistics Agency, Troop Support. Offers are due by February 3, 2027, and must remain valid for 180 days. The government will award based on best value, where non-price factors—specifically the availability of required features and the availability of service—are considered significantly more important than price. Technical evaluations will assess how well equipment meets functional requirements and the vendor's ability to provide local and virtual technical support, repair parts, and documentation. Vendors must provide individual product pricing, as bottom-line prices will be rejected, and must treat upgrade requests as forklift upgrades with separate trade-in values. Submissions must be uploaded as a single ZIP file to Box, following strict naming conventions and folder structures, and must be accompanied by a timestamped email to the Contracting Officer. Required documentation includes a completed pre-procurement assessment questionnaire for network-connected devices. Additionally, the contract specifies that while applications training is awarded with equipment, off-site training is excluded from delivery orders and must be handled as separate modifications.
