The Department of Veterans Affairs through the Network Contracting Office 17 is conducting market research to determine the availability of vendors capable of supplying ten portable ultrasound systems with carts and tablets for use at the Harlingen Healthcare Center in Texas. The requirement is focused on procuring handheld ultrasound devices equipped with linear array transducers featuring a 34.5mm field of view, capable of performing superficial, soft tissue, and musculoskeletal exams with imaging support for 2D mode, color Doppler, and pulse wave Doppler up to 30 cm depth. The systems must include advanced image optimization features such as sonoCT real-time imaging, tissue harmonic imaging, Xres adaptive processing, and auto SCAN intelligent optimization. Each unit must be paired with an Android-based tablet preloaded with VA-approved software offering up to 14 customizable presets including MSK, cardiac, and abdominal protocols, along with capabilities for guided B-lines, live ultrasound imaging, and voice communication. The accompanying carts must be mobile on four wheels and certified to ISO 9001:2015 standards. Responses are sought to assess market capabilities and inform future procurement strategies, with emphasis on sourcing equipment manufactured in the United States and prioritizing participation from small businesses, particularly Service-Disabled Veteran-Owned Small Businesses and Veteran-Owned Small Businesses. Vendors responding must provide detailed business information including their legal name, address, SAM UID number, NAICS code 334510, and classification as small or large business, along with socioeconomic status such as SDVOSB, VOSB, 8(a), HUBZone, or WOSB. Distributors are required to submit proof of authorization from the original equipment manufacturer and are explicitly prohibited from offering gray market items. The response must include the manufacturing location of the equipment by city and state, any existing GSA or FSS contract numbers, and an estimated market research price for the complete system including the ten ultrasound units with carts and tablets.
