This contract involves the relocation of a Synmed medication packaging robot, serial number C0HEZ4I1, currently housed at the Redding VA Outpatient Clinic (OPC) in California, to a new OPC facility being constructed to replace the existing one. The VA Northern California Health Care System owns this pharmacy dispensing robot, which remains under warranty that would be voided if moved by anyone other than the original equipment manufacturer (OEM) or its authorized distributor. Due to the technical complexity and specialized tools required to move the robot safely, the contract will be awarded as a firm-fixed price sole-source acquisition to an OEM authorized distributor of Omnicell medication distribution systems. This procurement is conducted under authority allowing restriction of competition to a single responsible source, specifically due to the nature of the equipment and warranty terms. The acquiring office, the Program Contracting Activity Central (PCAC), National Activations Office, aims to make an award by August 2021, with responses due by June 21, 2021. Respondents must demonstrate their status as OEMs or authorized distributors to comply with VA gray market policies. This announcement serves to gauge interest and is not a solicitation; no request for quotes or solicitation package will be issued. Only email responses sent to the designated contracting specialists will be considered, and firms must be registered in the System for Award Management (SAM) to participate. The process intends to ensure the alignment of the contractor’s capabilities with the VA’s stringent technical and compliance requirements.

SPECIAL NOTICE NOTICE OF INTENT FOR SYNMED BRAND NAME ITEMS This acquisition is in support of the Redding VA Clinic to move their Synmed medication packaging machine system. The Program Contracting Activity Central (PCAC), National Activations Office (NAO) intends to compete a firm-fixed price contract to an OEM authorized distributor for Omnicell medication distribution systems in accordance with authority of FAR Subpart 13.106-1(b)(2). Competition is restricted on this procurement due to only one responsible source and no other supplies or services that can satisfy agency requirements. VA Northern California Health Care System (VANCHCS) owns a pharmacy dispensing robot, which is located at the Redding OPC. VANCHCS is also building a new OPC to replace the existing Redding OPC. When the new OPC is complete, it will need to move the robot to the new location. The robot is under warrantee, which would be voided if anyone other than the vendor moved it to its new location. Moreover, movement of the robot is a very technically sophisticated endeavor which requires trade knowledge and tools which only the vendor possesses. The NAICS code for this procurement is 339112 and the Small Business Administration Size Standard is 1,000 employees. The anticipated timeframe for award is August 2021. THIS NOTICE OF INTENT TO SOLE SOURCE IS NOT A REQUEST FOR QUOTES. No solicitation package will be issued. See attached for salient characteristics. Any responsible source may submit a quotation which may be considered by the agency, only if received by the closing date and time of this notice. All information submitted should support the respondent s capability to provide the items and that those items will meet the Government s technical requirements. To ensure compliance with VA s gray market requirements for medical equipment, respondents must document in their response that they are the OEM or an OEM-authorized distributor. The Government is under no obligation to reimburse respondents cost for responding to this notice. All documents submitted by respondents are furnished to the Government at no cost or obligation. Respondents must be registered in the System for Award Management (SAM) database. Firms may register with SAM at https://www.sam.gov. All responses received by the due date and time will be considered by the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. A determination by the Government to compete this brand name only requirement is based upon responses to this notice and is solely within the discretion of the Government. Responses to this notice are due on or before 6/21/2021, at 16:00 am EDT via email to this procurement s Contracting Specialist Terrance Deininger at Terrance.Deininger@va.gov and Contracting Officer Roberto Dejesus, at Roberto.Dejesus2@va.gov. Telephone responses will not be considered.
