The Government intends to award a sole source firm fixed price contract for the supply of red blood cell reagents to Ortho-Clinical Diagnostics Inc., located in Raritan, New Jersey. These reagents are essential for accurately testing, typing, and supplying blood and blood products at the WJB Dorn VA Medical Center in Columbia, South Carolina. The contract is expected to begin on October 1, 2022, and will consist of a one-year base period with four additional one-year option periods. The procurement is justified under the Federal Acquisition Regulation that allows sole source awards when only one supplier is capable of providing the required product. The Ortho Clinical Micro Typing System Workstations and Vision SWIFTs automated instruments, which are integral to the blood cell testing processes at the medical center, are proprietary to Ortho-Clinical Diagnostics. The reagents used with this equipment are FDA-approved and uniquely compatible, making it impossible to use alternatives with the existing systems. The reagents include specific items such as AFFIRMAGEN, SURGISCREEN, A2 CELLS, RESOLVE PANELS, and ALBAQ-CHECK for automated quality control. While this notice is not a request for proposals, interested parties may submit documentation of their capabilities for consideration, though the Government retains discretion over conducting competitive procurement. All communications regarding this contract must be directed to the Contracting Officer, Lasonja Harvey, by June 21, 2022.
