The Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office 17, plans to award a firm-fixed price modification to Hologic, LLC to increase the ceiling on an existing indefinite delivery/indefinite quantity contract for COVID-19 testing supplies. This modification is intended to provide additional reagents, kits, controls, and specimen lysis tubes needed for APTIMA SARS-CoV-2 assays utilized by the South Texas Veterans Healthcare System’s Pathology & Laboratory Medicine Service in San Antonio, Texas. The increase comes in response to a significant rise — over 30 percent — in patient COVID-19 testing demand in the San Antonio area and aligns with new VA initiatives. Pricing for this modification will follow a previously established pricing agreement with Hologic. This notice is a special announcement of intent to award a sole source contract modification, rather than a solicitation or request for proposals, although the agency welcomes capability statements or proposals to ensure no comparable and more advantageous sources exist. If no responses are received within five days, the modification will be awarded to Hologic without further notice. The legal authority for this sole source action is based on the Federal Acquisition Regulation allowing non-competitive awards when only one responsible source can meet agency needs, under 41 U.S.C. 3304(a)(1). The contracting office managing this procurement is located in San Antonio, Texas, with Delphia Schoenfeld serving as the point of contact.
