Notice of Intent to Sole Source Requirement The Department of Veterans Affairs, VA Healthcare System, VISN 20 Contracting Activity intends to negotiate a sole source, firm-fixed price contract with Meso Scale Diagnostics LLC, 1601 Research Blvd., Rockville, MA 20850, following RFO Part 12 procedures and the authority of RFO 6.103-1, Only One Responsible Source. The procurement is for one Meso Scale V-PLEX 39-biomarker kit (5 pack) which is required to analyze the biospecimens collected as part of the Quantifying the Impacts of Frailty on Osteoporosis and Fractures in Veterans with Rheumatoid Arthritis . These kits will be used with the VA owned equipment that our collaborating staff already has access to and knowledge of. Data sets obtained from these kits will be compared with collaborators data using the same kits and analysis equipment; kits must be from the same manufacturer Meso Scale Diagnostics to be scientifically comparable. The associated NAICS code for this procurement is 325413 In-Vitro Diagnostic Substance Manufacturing. The anticipated award date: August 28, 2026. It is the Government's belief that only the proposed candidate possesses the required capabilities to successfully meet this requirement. It is the Government's intention to solicit and negotiate with only this source. This notice satisfies the requirement at RFO 5.201(b)(1) to publicize the proposed contract action. This notice of intent is not a request for competitive proposals, and no solicitation will be made available. Any responses received will only be considered for the purposes of determining the marketplace for future procurements. The Government will not pay for information submitted.
