The Department of Veterans Affairs Network Contracting Office NCO2, representing the VISN2 South Medical Centers, intends to award a firm fixed price, sole source contract to Nova Biomedical Corporation for the supply of Point of Care (POC) Glucose Hospital Meter Systems with Cost Per Test (CPT) services. This contract covers several VA medical centers across New York and New Jersey, including locations in the Bronx, East Orange, Wappingers Falls, Brooklyn, New York City, and Northport. The required system must be FDA approved and CLIA waived for all patient types, including critically ill patients, and include meters, reagents, controls, and necessary peripherals to ensure proper glucose testing via fingerstick methods. After conducting market research in compliance with relevant federal acquisition regulations, it was concluded that Nova Biomedical is the sole vendor able to meet the requirements of this complex medical testing system. This sole source justification was based on the absence of any alternative suppliers capable of fulfilling the full scope of this need. The contract prohibits the use of gray market items, emphasizing authorized distribution only. While this notice is not a request for quotes, capability statements may be submitted for consideration by June 18, 2026, after which the government may proceed without competition at its discretion. The contracting officer managing this action is Lindsay Goldsmith, and the contract is designated under solicitation number 36C24226Q0674.
