The Department of Veterans Affairs Network Contracting Office NCO2 intends to award a sole source Firm Fixed Price contract to Nova Biomedical Corp for the supply of Point of Care Glucose Hospital Meter Systems to six VA medical centers across New York and New Jersey, including the James J. Peters, East Orange, Castle Point, Brooklyn, Margaret Cochran, and Northport VA Medical Centers. The system must be FDA-approved and CLIA 1988 waived for all patient types, including critically ill, and includes glucose meters, docking stations, carrying cases, test strips, control solutions, linearity kits, and all necessary peripherals to support over 400,000 annual tests. Market research conducted under FAR Part 10 determined that Nova Biomedical Corp is the only vendor capable of meeting the technical and regulatory requirements, justifying sole source procurement under FAR 6.103-1(b) and 6.301. Gray market items are strictly prohibited, and all equipment must originate from the manufacturer’s authorized distribution channels. This notice is not a request for quotes, but responsible sources may submit capability statements by June 18, 2026, at 10:00 AM EST to Lindsay Goldsmith at lindsay.goldsmith@va.gov, though the Government retains full discretion to proceed without competition.
