The Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office 17, plans to award a firm-fixed price contract to GenMark Diagnostics, Inc. for supplying reagent test kits and related supplies necessary for HCV genotyping molecular diagnostic testing. These supplies will be used specifically with the government-owned GenMark XT-8 analyzers located at the San Antonio Laboratory of Pathology & Laboratory Medicine Service at the South Texas Veterans Health Care System (STVHCS). The contract ensures continuous availability of high-quality reagents and supplies, clearly marked with expiration dates, to prevent any disruption in laboratory operations. In cases of defective supplies or delivery failures, GenMark Diagnostics must provide emergency delivery within 24 hours without additional cost, maintaining sufficient consumables to support normal testing volume for up to one week. This contract is an indefinite delivery, indefinite quantity (IDIQ) arrangement with five one-year ordering periods, allowing for as-needed procurement. The sole source justification is based on the unique capability of GenMark Diagnostics, as no other vendors were found to provide all required materials, aligning with statutory authority permitting non-competitive awards. The contractor is prohibited from performing inherently governmental functions, will not access VA IT resources or patient health information, and must comply with applicable accreditation and regulatory standards. The notice invites capable sources to submit information within five days, though failure to respond will result in award to GenMark Diagnostics without further notice.
