THIS IS A SOURCES SOUGHT (SS) NOTICE ONLY, NOT A SOLICITATION ANNOUNCEMENT AND SHOULD NOT BE CONSIDERED AS SUCH. The Government will not pay for any information received in response to this notice, nor will the Government compensate any respondent for any cost incurred in developing the information provided to the Government. This notice does not constitute a commitment by the Government. Any information provided in response to this market survey will be used for informational purposes only and will not be released. Vendor participation is not a promise of future business with the Government. The purpose of this notice is to conduct market research and obtain information from all interested vendors, including both Federal Supply Schedule (FSS) FSC Group 65 VII schedule holders under manufacturing categories 555 11(a) and 555 11(c), as well as qualified open market sources. This notice seeks information regarding blood glucose meters, test strips, and related consumables capable of providing data management, interfacing, and depot services, along with the required installation, training, connectivity, and troubleshooting to support whole blood glucose testing under a cost per test pricing arrangement.
The South Central VA Health Care Network (SCVAHCN) will be pursuing a firm fixed price Cost per Test (CPT) BPA for a year base year and 4, one (1) year options for waived point of care WBG testing devices, test strips, consumables, data management, installation, training, depot service, connectivity and troubleshooting. The BPA will also provide connectivity with the VA VistA Lab Information System (LIS) point of care interface and any future electronic health record/LIS interface. Potential sources must demonstrate experience and knowledge of required equipment, services and capability of performing said service. Potential sources shall submit: Business name, address, point of contact and phone number. Business size, any applicable socio-economic category and DUNS number. Copy of Contractor s current FSS 65 VII contract. Capability statement and product literature demonstrating ability to meet all of the requirements listed below.

Requirements: Contractor with a Federal Supply Schedule (FSS) Federal Supply Class contract that manufactures and provides the required items and performs the required services for waived point of care WBG testing devices and all required items referenced above capable of meeting all of the following: Hand-held glucose testing device must be FDA approved for multiple patient (professional) use. Device calibration must be traceable to a National Institute of Standards and Technology (NIST) standard for hospital glucose meters. Support bar coding of patient ID, reagents, and operators Support multiple barcode formats and accept at a minimum a 15 character patient ID Ability to store, capture and electronically transfer QC data Ability to lock-out operators when QC is due or fails Ability to detect and disallow use of expired test strips Ability to identify flag abnormal and critical patient test results on device display. Ability to perform and monitor instrument function checks. Ability to alert operator of failed routine function checks. Data Management System: Ability to electronically manage tests, operators and testing devices at multiple testing sites within each healthcare system (this includes all locations within the medical center and off-site outpatient clinic locations) Provides a comprehensive digital framework to capture, validate, analyze and report Quality Control data. Shall pass the HL7 messages to generate the POC order and post transmitted results to VA VistA Lab Package through the point of care interface Ability to print results to a VA networked printer and an automatic/dedicated printer based on facility set up and preference. Patient result status display for laboratory scientist review and workflow management for integration of all point of care WBG devices. Ability to retransmit patient records to the point of care interface system. Ability to manage and track test strip lot status and expiration dates. Ability to generate generic and custom reports Electronic Training and Competency Solution Solution interfaces with the data management system for viewing and reporting. Solution automatically updates competency certification after defined parameters are met for continued device access. Equipment Support Technical Expertise for training on meter use, downloading and transmitting test results, use of data management system and use of electronic training and competency solution. Telephone assistance center/hotline for troubleshooting technical problems- available live Monday through Friday during business hours. After hours- nights, weekends and holidays telephone call back within 2 hours Service Maintenance Agreement for all equipment including 24-hour depot service for non-operational equipment.
