The U.S. Department of Commerce's National Institute of Standards and Technology (NIST) intends to negotiate a sole source contract with Symmetricom for a specialized multi-channel time difference measurement system, expanding capacity to 32 channels. This system features a dual mixer design with exceptionally low noise, capable of measuring time differences once every second on 5 MHz input signals, achieving an Allan variance below 5x10^-13 at 1 second. The equipment is compatible with signal input levels ranging from 3 to 17 dBm via 50 Ohm SMA connectors and supports communication through RS-232 or Ethernet interfaces. The procurement is conducted under Simplified Acquisition Procedures with a ceiling of $100,000, justified by extensive market research confirming the absence of alternative sources capable of delivering the requisite low noise performance and reliability. Additionally, the system must be fully compatible, both hardware and software-wise, with an existing measurement setup to allow seamless expansion. This solicitation is informational only, with no competitive bidding expected, and responses will solely help determine the appropriateness of competitive procedures. The contract relates to NAICS code 334515 and is managed by the Department of Commerce’s office in Seattle, Washington. The designated point of contact for inquiries is Contract Specialist Michelle B. Yates, with all questions requiring submission in writing by June 1, 2007, ahead of the anticipated award date on June 8, 2007.

The U. S. Department of Commerce, National Institute of Standards and Technology (NIST) proposes to negotiate on a sole source basis, under the authority of 41 U.S.C. 253(c)(1), with Symmetricom for a multi-channel time difference measurement system with expansion to 32 channels. This is a 32 channel, dual mixer, time difference measurement system with very low noise. Measurements are made once every second on 5 MHz input signals with an Allan variance of less than 5x10-13 at 1 second. Input signal levels are in the range of 3 to 17 dBm, into 50 Ohms with SMA connectors. Communications is with RS-232 or Ethernet. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (NTE $100K). Based on extensive market research it has been determined that no other sources can provide this equipment with the necessary low noise and highly reliable performance. The required equipment must extend the capacity of an existing system and be fully compatible with the old system in both hardware and software. This synopsis is issued for information only. No competitive solicitation is planned. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement. Any questions regarding this notice must be submitted in writing to the attention of Ms. Yates (e-mail preferred) June 1, 2007. Anticipated award date is June 8, 2007.

NOAAPort Replacement Capabilities
Solicitation # 142083-27-0002
The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), and the National Weather Service (NWS) have issued Request for Information (RFI) No. 142083-27-0002 to conduct market research for the replacement of the legacy NOAAPort Satellite Broadcast Network (SBN). The government is seeking information on innovative, high-reliability distribution capabilities—which could be cloud-based, terrestrial, satellite, or hybrid—to deliver mission-critical weather data to a geographically dispersed user community. The replacement system must support the exchange, ingestion, processing, and distribution of data products and must integrate with the NWS Hydrometeorological Interactive Virtual Environment (HIVE) and the Centralized Integrated Real-Time Repository for Unified Services (CIRRUS) using common internet protocols such as APIs and MQTT. This notice is for planning purposes only and is not a solicitation for award; no funds have been authorized or appropriated for this effort at this time. The NWS intends to deactivate the legacy SBN as early as August 31, 2027, and is requesting industry feedback on technical architectures, cloud migration strategies, security protocols, and rough order of magnitude cost estimates. Interested respondents must submit their responses in Microsoft Word or PDF format to the designated points of contact by October 29, 2026, at 12:00 p.m. Eastern Time. The government is utilizing this RFI to inform its acquisition strategy and evaluate potential small business set-aside opportunities under NAICS code 541512.
