NASA/GSFC/Wallops Flight Facility (WFF) has a requirement for one (1) 3D Imaging System. Minimum requirements are: The system shall have the capability to view, acquire, and adjust the cameras exposures from live images remotely using a mobile tablet such as an iPad, iPhone or Android device. The system shall have the capability of processing 80,000 data points/sec on a single Intel i7 3.5GHZ CPU The system shall have a calibration disturbance correction feature that allows the 3D calibration to be corrected using the reference image pair. The acquisition and analysis software of the system shall operate on a PC with the Microsoft Window 7 64 bit OS. The system analysis software shall have a copy and paste functionality with Microsoft Windows and Microsoft Office. The system shall be capable of calibrating a third camera, such as an IR camera for thermal data overlay. The system analysis software shall have a built-in animation creator and shall support wmv and mp4 file formats. The system shall include an integrated marker tracking capability. The system analysis software shall include a feature that allows the user to enter a custom equation/calculation into the software that uses the system variables to create a new variable. The system must be compatible with Correlated Solutions, Inc. VIC-3D Digital Image Correlation System. See http://www.correlatedsolutions.com/vic- 3d/ NASA/GSFC/WFF intends to purchase the item from Correlated Solutions, Inc. pursuant to FAR 13.106, for the aquisition of supplies and services determined to be reasonably available from only one source. Correlated Solutions, Inc. has the only system to meet WFF's minimum requirements. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 15, 2014. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
