The U.S. Army Contracting Command at Aberdeen Proving Ground intends to award a sole source contract to Kaiser Optical Systems, Inc., for the provision of two HoloSpec f/1.8-VIS Raman Spectrometers along with associated components, specifically the HSG-532 LF Raman Grating Assembly and the HDG-560.1 High Dispersion Grating. This procurement is driven by a unique technical requirement: the spectrometers must have an f/1.8 aperture, a critical specification needed to meet the footprint and light collection needs of the Army's detector systems. The chosen spectrometer is crucial to protect samples from degradation caused by overexposure to light, which could otherwise render the detector inoperative. Kaiser Optical Systems is currently the sole manufacturer able to supply this specific f/1.8 aperture spectrometer, making them the only responsible source for meeting the government’s operational specifications. The contract action is based on the statutory authority outlined in FAR 6.302-1, which allows for non-competitive contracting when only one responsible source can fulfill the requirements. This sole source justification acknowledges that no alternative products or manufacturers can satisfy the specific technical needs. The procurement falls under NAICS code 333314 with a size standard of 500 employees, reflecting specialized manufacturing capabilities. The notice, issued in August 2014, advises interested parties to submit questions via email by the specified deadline, while telephonic inquiries are not accepted. The synopsis also clarifies that this announcement does not constitute a request for proposal and that the government reserves discretion over how the acquisition will proceed.

Full Description

The purpose of this amendment is to clarify the description of the sole source award. The requirement is for the following: one (1) HoloSpec f/1.8-VIS Raman Spectrometer with Holographic VPT Grating one (1) HoloSpec f/1.8 - VIS Raman Spectrometer with High Dispersion Grating one (1) Raman Grating Assembly - 532 nm Low Frequency one (1) High Dispersion Grating - 560.1 nm U.S Army Contracting Command, Aberdeen Proving Ground, MD (ACC-APG) intends to award a sole source contract to Kaiser Optical Systems, Inc. located at 371 Parkland Plz, Ann Arbor MI 48103. Kaiser Optical Systems, Inc. shall provide two (2) HoloSpec f/1.8-VIS Raman Spectrometers and its associated parts to include the HSG-532 LF Raman Grating Assembly and the HDG-560.1 High Dispersion Grating. The government has a requirement to procure spectrometers with a specific aperture and size requirement (f/1.8) to be used for detector systems. The detector systems currently use the Kaiser Optical System's HoloSpec f/1.8 Raman Spectrometer. The current detector system has specific foot print requirements and light collecting requirements that can only be met with the HoloSpec f/1.8 raman spectrometer. This spectrometer is the only one on the market that provides an f/1.8 aperture, which is critical to the design of the detector, especially in this set up where too much exposure to the light source can degrade the sample that is being detected, leading to an unoperational detector. No other aperture size will work in the detector. At this time, Kaiser Optical Systems is the only manufacturer producing a raman spectrometer with an aperture of f/1.8. The NAICS code for this requirement is 333314 and a size standard of 500 employees. The statutory authority permitting other than full and open competition is implemented by FAR 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. This synopsis neither constitutes a Request for Proposal, nor does it restrict the Government to a particular acquisition approach. Interested parties with questions or comments regarding this notice or the planned procurement should be emailed to contact@example.gov and contact@example.gov by 3PM EST on 29 August 2014. Telephonic inquiries will not be accepted.
