AI Contract Overview
The contract involves the relocation of a single Giant Voice Remote Terminal Unit (RTU) from the third floor of Building 1108 at Hanscom Air Force Base, Massachusetts, to a new location on the same installation as part of the base-wide ATI Mass Alert system controlled by two REACT 5000 Central Control Units. The contractor is responsible for all aspects of the move including powering down the unit, physically transporting it, reinstalling it at the new site, re-integrating it into the existing network infrastructure, and restoring it to Full Operational Capability through comprehensive post-move testing and optimization. This encompasses handling all associated RF cabling, network connections, power systems, and grounding infrastructure with precision to ensure system integrity. Attendance at a mandatory site visit scheduled for 30 July 2026 at 9:00 a.m. EST is a strict requirement for technical acceptability; interested parties must register using the provided form and submit it to both the Contract Specialist and Contracting Officer no later than 28 July 2026 at 9:00 a.m. EST. Access to the base on the day of the visit requires arrival by 8:30 a.m. EST at the Visitor Control Center with REAL ID-compliant identification and pre-registered vehicles with proof of insurance, and all personnel must comply with federal prohibitions on marijuana use on installation property. Offers must be submitted electronically via SAM.gov or by email to both specified government contacts no later than 10 August 2026 at 2:00 p.m. ET, and must include a read receipt confirmation. The solicitation is a Total Small Business Set-Aside under NAICS code 811210, limiting eligibility to small businesses, and although no explicit contract type or dollar value is stated, the procedural requirements strongly suggest an LPTA award method. The government retains oversight through the Contracting Officer and Contract Specialist, with acceptance contingent upon successful reintegration and full operational capability verification at the destination site. No specific FAR clauses, packaging standards, or performance timelines are detailed, but compliance with base access rules, technical feasibility confirmed via on-site survey, and submission to both email addresses are non-negotiable conditions for proposal evaluation.
