The U.S. Army Contracting Command-Aberdeen Proving Ground, Natick Contracting Division, acting on behalf of the Naval Health Research Center, plans to establish a one-year Blanket Purchase Agreement (BPA) valued up to $650,000 for laboratory supplies. The agreement is intended to be awarded on a sole source basis to Qiagen Inc., a non-small business located in Valencia, California. Qiagen’s nucleic acid extraction kits and PCR reagents are critical to the NHRC’s Molecular Laboratory, which relies on these specific products for its CAP-certified molecular identification procedures developed since 1999. The uniqueness of the required supplies necessitates continuity in product usage to maintain the validity of previously established protocols, as switching vendors would mandate extensive revalidation, causing increased government costs and disruption in etiological determinations. Although market research indicates multiple suppliers in the biomedical research space, the specialized nature of Qiagen’s products justifies the sole source procurement under FAR 6.302-1(a)(2). The BPA will fall under NAICS code 423450 and is not a small business set-aside. The Government anticipates awarding one BPA and invites all responsible sources to submit proposals for consideration. Inquiries regarding the procurement are directed to Ms. Yvette Daltorio, and the solicitation closed on September 17, 2012.

Full Description

The U.S. Army Contracting Command-Aberdeen Proving Ground, Natick Contracting Division, on behalf of the Naval Health Research Center (NHRC), intends to establish a Blanket Purchase Agreement for various laboratory supplies. The BPA will be established for a one (1) year period with a maximum value of $650,000.00. The Government intends to negotiate on a sole source basis with Qiagen Inc., operating as an Other Than Small Business located in Valencia CA, under the authority of FAR 6.302-1(a)(2) Only One Responsible Source. The Molecular Laboratory at NHRC uses Qiagen nucleic acid extraction kits and PCR reagents as the basis of their primary College of American Pathologist (CAP) certified molecular identification procedures, and has been doing so since 1999. Recent market research verified that laboratory supplies of the required nature are available commercially from several vendors serving the biomedical research industry. However, due to the specificity inherent to the required laboratory activities, and the requirement to maintain continuity and validity of past results for established protocols, it is imperative that the same products be utilized. A change in vendors would require full revalidation of the kits and reagents. This would result in increased cost to the Government and complete stoppage in the identification and determination of the Etiology. The North American Industry Classification System (NAICS) code is 423450. The Standard Industrial Classification (SIC) Code is 2394 and the Small Business Size Standard is 100. This is not a Small Business Set-Aside. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. The Government anticipates awarding one (1) Blanket Purchase Agreement. All questions must be directed to Ms. Yvette Daltorio, Procurement Specialist, via email at contact@example.gov. The closing date of this notice is 17 September 2012.
