B--METAGENOMICS & TRANSCRIPTOMIC SERVICES
Solicitation # 140G0226Q0145
Solicitation 140G0226Q0145 is a firm-fixed-price Blanket Purchase Agreement (BPA) issued by the USGS OAG Denver Acquisition Branch to provide next-generation sequencing (NGS) services for the Upper Midwest Water Science Center’s Michigan Bacteriological Research Laboratory. The scope of work includes shotgun metagenomics, whole genome sequencing (WGS), and RNA-sequencing (RNA-seq) to support research on bacterial pathogens, antibiotic resistance, and microbial ecology. The contract utilizes technologies such as Illumina, AVITI, Oxford Nanopore, and PacBio. The BPA has a total not-to-exceed value of $300,000.00 and a five-year period of performance from September 28, 2026, to September 27, 2031, with specific performance periods defined by individual call orders. This opportunity is set aside for Women-Owned Small Businesses (WOSB) and Economically Disadvantaged Women-Owned Small Businesses (EDWOSB). Award decisions are based on the most advantageous offer, where non-priced technical factors—specifically past performance, key personnel qualifications, and the capability to provide the required sequencing deliverables—are significantly more important than cost. Deliverables must meet strict quality standards, including a 75% quality score over 30 per sequencing run, and be delivered via secure FTP or external hard drive with comprehensive technical metadata. Payments are processed electronically through the Treasury’s Invoice Processing Platform (IPP), and the place of performance is located in Lansing, Michigan.

This market research effort seeks to identify qualified laboratories capable of performing high-precision clumped isotope geochemical analyses on carbonate mineral samples for the U.S. Geological Survey’s Geology, Energy, and Minerals Science Center. The anticipated contract is a five-year Blanket Purchase Agreement with a total ceiling of $49,999, designed to support USGS projects related to energy and mineral resources by providing standardized, reliable isotopic data. The technical scope requires laboratories to analyze small samples (<500 micrograms) for Δ47, Δ48, δ13C, and δ18O isotopic compositions using advanced mass spectrometers, calibrated to community standards such as InterCarb ETH and I-CDES90. Data must be generated through at least three replicate analyses per sample, with results reported alongside quality control standards, and uncertainties expressed as 95% confidence intervals. The analyses must be conducted in-house, with no subcontracting permitted, and performed by personnel with significant expertise—either a principal investigator with a doctorate or five or more years of relevant experience, and qualified operators with at least one year of experience in clumped isotope measurements. Respondents are encouraged from small and disadvantaged business categories, including Small Business, 8(a), HUBZone, SDVOSB, WOSB, and EDWOSB, and must submit capability statements demonstrating recent relevant experience, technical capacity, and firm size status via email by December 12, 2025. The submission should include firm contact details, performance history, and certification information, with the understanding that future formal solicitations (RFQs or RFPs) will be posted separately on SAM.gov. Deliverables include detailed data tables in Excel or CSV format, supporting reports, and the return of excess samples if requested. The analyses are to be performed at the awardee’s facility, with all data and supporting documentation subject to USGS review and acceptance based on strict quality standards, including calibration, standardization, and reporting protocols. This RFI is solely for market research purposes and does not constitute a binding commitment or guarantee of future contract award, serving instead to inform the government’s acquisition planning and competition strategy.

D--Intent to Award
Solicitation # 140G0126Q0188
The U.S. Geological Survey intends to award a sole source purchase order to EarthScope Consortium, Inc. for the long-term archiving, curation, and dissemination of continuous Global Navigation Satellite System data generated by USGS-supported monitoring stations, with a period of performance spanning from August 1, 2026, through June 30, 2031, including four one-year option periods. This action is justified under FAR 13.106-1(b)(1) due to EarthScope Consortium’s unique status as the sole nationally recognized, USGS-approved repository for GNSS data that meets the agency’s Fundamental Science Practices requirements for trusted, discipline-appropriate data management. EarthScope operates the GAGE geophysical data facilities, which already provide scalable, production-level infrastructure, standardized workflows, and metadata frameworks used by USGS and other federal and academic partners, eliminating the need for redundant or incompatible systems. The decision follows comprehensive market research that confirmed no other entity can provide equivalent services without prohibitive cost, delay, or fragmentation of data standards. The requirement includes routine annual archiving for active stations and a single ingestion of historical data from a legacy station, with all services delivered through an existing, certified cyberinfrastructure that ensures data integrity and broad accessibility. EarthScope’s established role as the primary national hub for GNSS data, its deep integration with USGS science operations, and its proven compliance with federal data governance policies make it the only viable source for this critical function. The contracting office has determined that competition would be impractical due to the specialized technical, scientific, and infrastructure requirements, and future competitions would only be considered if new repositories are formally recognized as meeting USGS FSP standards or if the agency develops an internally managed archive of equivalent capability. Questions regarding this intent to award must be submitted to the Contract Specialist by June 29, 2026, and the action will proceed under simplified acquisition procedures without soliciting competitive bids.
