This presolicitation, numbered W58RGZ-09-R-0170, is for the acquisition of 25 Data Acquisition Units (NSN 6610-01-557-9608, P/N 70600-03811-101) applicable to UH-60 aircraft. The items are to be delivered to Texarkana, Texas, within 320 days after the contract award. The requirement is currently restricted to Sikorsky Aircraft due to an unstable part design, low process yield, and marginal performance, which may render the current configuration obsolete. Because adequate technical data is unavailable, any alternate source must obtain engineering source approval through the Standard Aviation and Missile Source Approval Request process. This acquisition is subject to strict export controls under the Arms Export Control Act and the Export Administration Act, prohibiting the release of technical data outside the United States without government approval.

Based on the Technical review, there is reasonable technical basis to conclude that the item required by the agency is currently available only from the source(s), identified by their Contractor and government Entity (Cages).
