The USGS plans to award a sole source purchase order to GoLogic in Santa Rosa, CA, for acquiring ten Jarrettizer 2.1 digital acquisition systems to support the Geology, Minerals, Energy, and Geophysics Science Center. These devices are crucial for upgrading from outdated electronics and Quantera digitizers to a modern data acquisition and digitization system that meets specific research and operational needs. The Jarrettizer 2.1 offers eight channels, 24-bit resolution, GPS timing, and compatibility with USGS equipment, the Berkeley Seismological Laboratory, and a newly developed sensor calibration system. The system supports EM data collection using specific induction coils within a required frequency range and is uniquely suited to the project's technical and budget requirements, with no comparable alternatives currently available. The procurement is conducted under FAR rules for other than full and open competition, justified by the sole source nature of the requirement. The acquisition aims to outfit five existing EM stations, add two future installations, and maintain three spare units to handle environmental challenges like lightning strikes. Although this notice is not a solicitation for competitive bids, the USGS will consider capability statements from small businesses until August 22, 2013, primarily for determining whether competition should be pursued. Responses must be submitted by the specified deadline to the designated contracting officer via email. The contract falls under NAICS code 334519 and is managed by the Department of the Interior's Office of Acquisition Grants-National.

Full Description

The USGS intends to award a sole source purchase order to GoLogic of Santa Rosa, CA for the acquisition of 10 each Jarrettizers required by the Geology, Minerals, Energy and Geophysics (GUMP) Science Center under the requirements of FAR Part 13 and FAR 6.302-1," Other Than Full and Open Competition - one responsible source". The applicable NAICS code 334519. We have a huge need for a new data acquisition and digitization system that no longer relies on out of date electronics and Quantera digitizers. This new system needs to have the ability to interface with our equipment as well as the Berkeley Seismological Laboratory (BSL), where the data arc telemetered and archived, provide more channels, minimize the stations vulnerability to lightning strikes, and interface with our newly developed sensor calibration system. Our studies and research about digital acquisition systems show that Go Logic's Jarrettizer 2.1 is the only affordable system that meets our requirements for collecting EM data using EMI BF-4 and BF-7 induction coils at the desired frequency range (0.001 -10Hz) that can also interface with the BSL and our coil calibration system. To our knowledge, no other company in the world provides a more suitable system that will meet our specific needs and within the budget of our project. The Jarrettizer 2.1 is an 8 channel, 24-bit device with GPS timing. Born out of the BSL, this particular system was developed to the specifications of our EM sensors, data and telemetry needs, and calibration system design. Our project requires 10 such systems (to support the 5 existing EM stations, 2 future installations, and 3 spare boards). It is important to have several spare systems as these systems will be exposed to potentially damaging lightning and extreme weather conditions. This notice of intent to award is not a request for competitive proposals. However, the USGS will consider any capability statements received by 05:00 PDT on Friday, August 22, 2013. Capability statements would normally be considered solely for the purpose of determining whether to conduct a competitive procurement; however, a determination by the Government not to compete the requirement based upon responses to this notice is solely within the discretion of the Government. Any respondent companies must be a small business. All responses shall be emailed to Joseph Riccomini, Contracting Officer, at contact@example.gov so that they are received no later than 05:00 PM PDT on August 22, 2013.

D--Intent to Award
Solicitation # 140G0126Q0188
The U.S. Geological Survey intends to award a sole source purchase order to EarthScope Consortium, Inc. for the long-term archiving, curation, and dissemination of continuous Global Navigation Satellite System data generated by USGS-supported monitoring stations, with a period of performance spanning from August 1, 2026, through June 30, 2031, including four one-year option periods. This action is justified under FAR 13.106-1(b)(1) due to EarthScope Consortium’s unique status as the sole nationally recognized, USGS-approved repository for GNSS data that meets the agency’s Fundamental Science Practices requirements for trusted, discipline-appropriate data management. EarthScope operates the GAGE geophysical data facilities, which already provide scalable, production-level infrastructure, standardized workflows, and metadata frameworks used by USGS and other federal and academic partners, eliminating the need for redundant or incompatible systems. The decision follows comprehensive market research that confirmed no other entity can provide equivalent services without prohibitive cost, delay, or fragmentation of data standards. The requirement includes routine annual archiving for active stations and a single ingestion of historical data from a legacy station, with all services delivered through an existing, certified cyberinfrastructure that ensures data integrity and broad accessibility. EarthScope’s established role as the primary national hub for GNSS data, its deep integration with USGS science operations, and its proven compliance with federal data governance policies make it the only viable source for this critical function. The contracting office has determined that competition would be impractical due to the specialized technical, scientific, and infrastructure requirements, and future competitions would only be considered if new repositories are formally recognized as meeting USGS FSP standards or if the agency develops an internally managed archive of equivalent capability. Questions regarding this intent to award must be submitted to the Contract Specialist by June 29, 2026, and the action will proceed under simplified acquisition procedures without soliciting competitive bids.
