The Air Force Flight Test Center at Edwards Air Force Base plans to award a sole source, firm-fixed-price contract to Correlated Solutions, Inc. for an upgrade to their existing Digital Image Correlation (DIC) system. This procurement, conducted under the Federal Acquisition Regulation Part 12 for commercial items, aims to enhance the DIC system by adding two key capabilities: interrogation of objects with non-planar faces and determination of three-dimensional full-field displacement data through image correlation. The upgrade must remain compatible with the current system’s features, including color contour mapping of displacements and strains, resolution of strains under large deformations, and export of digital data in formats readable by common software. The contract is unrestricted with NAICS code 334519, and interested contractors were invited to submit technical quotes demonstrating their ability to fulfill these requirements, along with any special commercial contract terms such as financing, warranties, and delivery details. The anticipated award date was set for April 10, 2007, with responses due by 1:00 p.m. PST on April 9, 2007. Submissions were to be directed to the Directorate of Contracting at Edwards AFB, with points of contact identified as Katy P. Doss for negotiation and Glenda O. Downing as contract specialist. This notice clarified that it was not a request for competitive proposals and that the government retains full discretion regarding the pursuit of a competitive acquisition.
