The U.S. Department of the Interior, Bureau of Reclamation, intends to award a sole-source, firm-fixed-price contract to Humboldt Mfg. Co., a small business, for an Erosion Function Apparatus (EFA) under NAICS code 334519. This procurement is justified under FAR 6.103-1(a) and 10 U.S.C. 3204(a)(1), as the agency has determined that Humboldt’s EFA system is the only commercially available equipment capable of meeting its specific needs for dam safety and sediment management investigations, particularly through its exclusive integration of the SRICOS-EFA methodology and compliance with ASTM Work Item 67195. The system, which provides quantitative outputs such as critical velocity, shear stress, erosion rate, and maximum scour depth, is fully integrated, factory-calibrated, and designed for plug-and-play operation with ongoing technical support from the manufacturer. The anticipated award date is July 2026, with delivery required within six months of contract award to the Bureau of Reclamation’s office in Denver, Colorado. This notice is not a solicitation for competition; however, other firms may submit technical capability statements and business profiles to ctudelakately@usbr.gov within ten days of the June 30, 2026 posting for market research purposes only. The contract is designated as a total small business set-aside under FAR 19.5, and while no contract value is specified, it will be executed without competitive bidding based on the technical uniqueness and proprietary nature of the apparatus. No formal inspection criteria beyond ASTM compliance, packaging specifications, or invoicing instructions are provided, and the contracting officer, ConnieAnn Tudela-Kately, is the sole point of contact with no designated technical representative.
