66--EROSION FUNCTION APPARATUS

The U.S. Department of the Interior, Bureau of Reclamation, intends to award a sole-source, firm-fixed-price contract to Humboldt Mfg. Co., a small business, for an Erosion Function Apparatus (EFA) under NAICS code 334519. This procurement is justified under FAR 6.103-1(a) and 10 U.S.C. 3204(a)(1), as the agency has determined that Humboldt’s EFA system is the only commercially available equipment capable of meeting its specific needs for dam safety and sediment management investigations, particularly through its exclusive integration of the SRICOS-EFA methodology and compliance with ASTM Work Item 67195.
