The Air Force has issued a Special Notice to conduct market research aimed at gauging industry interest and capabilities related to the development of a GPS M-Code simulator. This notice is for informational and planning purposes only and is not a solicitation or a government commitment for future contracts. The key objective is to support an upcoming Program Research & Development Announcement (PRDA) associated with the Global Positioning System Joint Program Office’s Modernized User Equipment project. The government is seeking to acquire a simulator capable of generating M-code Signal In Space in compliance with specific interface control documents, with the Advanced GPS Navigation Simulator currently being the only known device meeting these requirements. Responses are requested in the form of a Statement of Capability by February 26, 2003, detailing technical specifications, estimated costs, delivery schedules, technical support, and relevant experience, including company information such as size and ownership status. Small businesses are particularly encouraged to participate. The contract’s anticipated period of performance extends through mid-fiscal year 2005, aligning with the planned award of the M-Code User Equipment Engineering and Development contract, by which time certified simulators should be available to support this program. The government will not reimburse costs associated with preparing responses. All inquiries should be directed to the designated contracting officer, Carol Laechelt, at Peterson Air Force Base, Colorado. This market research effort serves as a preliminary step to ensure that capable industry partners are identified and prepared to meet the technical and logistical needs of the GPS Modernized User Equipment initiative.
