The Naval Surface Warfare Center, Dahlgren Division, intends to award a sole-source Indefinite Delivery Indefinite Quantity (IDIQ) contract to Applied Systems Engineering Incorporated (ASEI) for the failure analysis, repair, and upgrade of Advanced Tactical Navigator (ATACNAV) receivers. This requirement involves upgrading 102 receivers to include Selective Anti-Spoofing Module (SAASM) and High Accuracy (HA) capabilities. The project is estimated to have a total value of 4,005,100 dollars with a performance period of 60 months. The contract is being pursued on a sole-source basis because ASEI is the sole manufacturer of these receivers, retains all proprietary rights, and has no authorized distributors. This ensures compatibility with the existing BMS GPS design, which has already undergone extensive testing and fielding. The solicitation is identified by number N00178-13-R-1016 under NAICS code 334511, with the Department of Defense and NSWC Dahlgren serving as the overseeing agencies.

This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. The Naval Surface Warfare Center, Dahlgren Division, intends to negotiate on a Sole Source basis an IDIQ contract with issuance of Fixed Price delivery orders to APPLIED SYSTEMS ENGINEERING INCORPORATED (ASEI), 1480 Hickory St, Suite 106, Niceville, FL 32578-2548. This requirement will allow for the current Advanced Tactical Navigator (ATACNAV) receivers to be upgraded and delivered with Selective Anti-Spoofing Module (SAASM) and/or High Accuracy (HA) capabilities. There are one hundred and two (102) receivers that require upgrades. The current BMS GPS design transmits information through the ATACNAV, which has already had extensive design and design reviews to become a tested, fielded, and functional system. Since ASEI is the only manufacturer of these receivers with no authorized distributors and retains the proprietary rights, no other company can meet the government’s requirements. Interested parties other than ASEI must be able to demonstrate, in writing, their capability to provide the items above. It is anticipated that this solicitation will be posted on 21 November 2012. The anticipated closing date will be 21 December 2012. The solicitation number will be N00178-13-R-1016. The North American Industry Classification System Code is 334511. Point of Contact is Code CXS11-5; +1 (555) 000-0000 or contact@example.gov
