The Naval Undersea Warfare Center, under the Department of Defense, issued solicitation N0025313R0018 for the procurement of 40 Systron Donner SDI-500 Inertial Measurement Units (IMU) to support the ASW MK30 Target Supply Program. This sole-source, firm-fixed-price contract was awarded to BEI Sensors & Systems Company, Inc., as they are the only qualified manufacturer possessing the necessary proprietary drawings and fixtures. The procurement was justified under 10 U.S.C. 2304(c)(1) and FAR 6.302-1, noting that qualifying an alternative source would be cost-prohibitive. While the initial estimated value of the contract was 636,000.00 dollars, an amended justification increased the total award value to 686,000.00 dollars. This price adjustment was necessitated by a change in technical requirements, shifting the order from low-temperature units to high-temperature versions of the IMU. The contract falls under NAICS code 334511 and was managed through the office located in Keyport, Washington.
