The U.S. Army RDECOM Contracting Center, Natick Contracting Division, plans to award a firm fixed-price purchase order on a sole source basis to Instron, located in Norwood, MA, for the acquisition of an Instron Model 5966 testing instrument. This device is intended for use by the Warfighter Protection and Aerial Delivery Directorate to perform tensile and compression testing on various textile materials utilized by soldiers in the field. The equipment is capable of testing loads ranging from 1 gram up to 2,000 pounds, significantly enhancing the lab's testing capacity. The purchase follows FAR regulations for sole source awards due to the unique compatibility of this new machine with the existing Instron parts and load cells already in use in the lab. No market research was conducted since Instron is the exclusive manufacturer that can provide this specific machine compatible with the lab’s current equipment. Procuring this instrument exclusively from Instron ensures the continued usability of spare parts and load cells and avoids the incompatibility issues that would arise if equipment from another supplier were acquired. Interested parties were invited to express their interest by a specified deadline, but the sole source determination is supported by the necessity to maintain equipment compatibility and maximize the testing capability up to 2,000 pounds. The contract is managed through the Natick Contracting Division with a designated contract specialist listed as a point of contact.

A description of the market research that was conducted and the results, or a statement of the reason a market research was not conducted: A market research was not conducted because the manufacturer ofthe equipment is the only supplier able to manufacture this machine that is compatible with the lab's existing parts and load cells. 4. Any other facts supporting the use of other than full and open competition: Without this testing machine the lab will not be able to expand to perform testing to the capacity of up to 2,000 pounds. 5. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required: The current base tensile testing machines, parts and load cells are all manufactured by Instron.
