The United States Army Contracting Command at Yuma Proving Ground plans to award a firm-fixed price contract on a sole source basis to L-3 Communications Corporation/Brashear Field Engineering and Services for the integration of three specific products: Focus on Range Controllers (FORC), Laser Range Finder (LFR), and a SR50 Contraves Lens with autofocus capability. L-3 Communications/Brashear is the original equipment manufacturer and holds proprietary rights on the existing system critical to the Optics Division at Yuma Proving Ground. This contract acquisition is justified under FAR 6.302-1, which permits non-competitive procurement when only one responsible source exists that can satisfy the agency’s requirements. The acquisition will follow simplified acquisition procedures for commercial items per FAR 13.5 and is classified under NAICS code 333314. While this notice signals the intent to negotiate solely with L-3 Communications/Brashear, other interested parties may express their interest and capabilities by submitting relevant proposals with company details before the specified deadline. The solicitation is not a request for competitive proposals, and the government's decision to compete or not remains discretionary. Efforts are taken to protect proprietary information, and potential competitors are encouraged to conduct independent research to understand the requirements thoroughly.

The Mission and Installation Contracting Command - Yuma Proving Ground is conducting market research to support the procurement of infrastructure maintenance and support subscription services for the ASTRO 25 Land Mobile Radio (LMR) network at Yuma Proving Ground, Arizona. The government intends to award a Firm-Fixed Price contract on a sole-source basis to Motorola Solutions, Inc. due to the proprietary nature of the P25 digital system and the need for Original Equipment Manufacturer resources to ensure compliance with Department of Defense Instruction 8500 Information Assurance requirements. The scope of work includes 24/7/365 remote technical support, OEM-level diagnostics, advanced repair and return services for proprietary components, and the delivery of System Upgrade Agreement II updates to maintain cybersecurity and network operations. The requirement is classified under NAICS code 811210 for Communication Equipment Repair and Maintenance Services. Key deliverables include quarterly STIG updates, an integrated vulnerability scanning hardware solution with remediation services, and the appointment of a Program Manager and Alternate Manager. Performance standards are based on ISO 9001 and TL 9000, with quality measured against a Performance Requirements Summary. While the government is currently seeking capability statements from the small business community to determine if competition is viable, the current intent remains a sole-source award to the OEM to mitigate risks associated with aging hardware and proprietary software configuration.
